It's from Professor Layton games btww. Mahou, you should mention that.
Those are something like points for completing the puzzles wwhich you can use later to get some bonuses in the game. More difficult puzzle - More picarats you get.

Correct. If you fail at a puzzle you will gain less picarats next time when you solve it. For example:
50/50 picarats - fail = 25/50 picarats - fail = 10/50 picarats.
